This scene symbolizes the addiction and entrapment caused by drug use, and how that is especially prevalent among youth.

The illustration depicts a person in gear, lighting a prescribed fire to get rid of potentially dangerous fuel in the area. The tool and fire lines are used to show how the flames are controlled, not free.
